  5.          RESEARCH AND DEVELOPMENT CENTERS PROGRAM AND FUND FOR
  6.        INNOVATION IN EDUCATION:  INNOVATION IN EDUCATION PROGRAM

  8. ACTION:  Notice of Cancellation of Competitions.
  9.  
  10. The Secretary published a notice in the Federal Register on March 11,
  11. 1991 (56 FR 10346), inviting applications for a new award for fiscal
  12. year 1991 for operation of a center under the Research and Development
  13. Centers Program to conduct research on dissemination and knowledge
  14. utilization.  On March 19, 1991, the Secretary published a notice in
  15. the Federal Register (56 FR 11549) inviting applications under the Fund
  16. for Innovation in Education:  Innovation in Education Program for new
  17. awards for fiscal year 1991.  Those notices are hereby withdrawn, and
  18. the competitions are hereby canceled.
  19. On April 18, 1991, the President announced AMERICA 2000:  An Education
  20. Strategy, a bold, complex, and comprehensive strategy to move America
  21. toward the National Education Goals.  The Secretary plans to redirect
  22. funds under these programs in order to implement the strategy, which is
  23. to (1) create better and more accountable schools for today's students;
  24. (2) help invent a new generation of American schools for tomorrow's
  25. students; (3) transform America's adults into a nation of students; and
  26. (4) help make communities places where learning can happen.  High
  27. priority research, development, dissemination, and training activities
  28. will be funded to support the strategy.
